According to this plan, both the European Union and Britain will be located in a single customs territory, and it will be possible to refuse such conditions only by mutual consent of the parties.
British politicians opposed such an "insurance" plan since it implies the need for inspections at the border of Northern Ireland and the rest of Britain.
